The Republic of Uzbekistan embarked on a critical, nationwide effort to overhaul and modernize its water supply and sewerage infrastructure through the Water Services and Institutional Support (WASIS) Project.

Funded by a loan from the World Bank (WB) / International Development Association, the project was designed to address significant deficiencies in the sector, promote sustainability, and accelerate progress toward the government’s development goals. FORLOG AG, in partnership with leading international consultants, contributed as a sub-consultant, delivering specialized technical and management expertise for a major, complex sub-component in the Karakalpakstan region.

The Challenge

Uzbekistan’s aging water and sanitation systems presented a multi-faceted challenge requiring comprehensive, high-quality interventions. The primary goals were to ensure long-term sector sustainability, improve service delivery, and build the institutional capacity of the implementing agencies.

The technical scope focused on Karakalpakstan:

  • Karakalpakstan: The "Reconstruction and expansion of the sewerage systems in Nukus, Takhiatash, and Khodjeyli cities" required detailed engineering design, preparation of bidding documents, and subsequent design supervision under international standards for major infrastructure works.

Successful execution hinged on navigating the stringent procurement and technical standards of the World Bank, managing large, multinational consulting teams, and coordinating with the local implementing agency, O’ZSUVTA’MINOT JSC.

FORLOG AG was engaged as a crucial partner in the consulting consortium, collaborating with Posch & Partners Consulting Engineers. The company’s contribution was multifaceted, spanning project development, technical documentation, and expert human resources.

1. Comprehensive Design and Documentation

FORLOG’s teams were instrumental in developing the Detailed Design (Рабочий Проект) and Bidding Documents for both sub-projects. This involved ensuring all plans and specifications met both local technical requirements and the international standards required by the World Bank. Documentation included Expressions of Interest (EoI), Requests for Proposals (RFP), and detailed Terms of Reference (ToR) for the various project phases.

2. Specialized Expertise and Personnel

A critical contribution was the provision of highly specialized experts to manage the contracts and technical aspects of the projects. Key personnel deployed by FORLOG included:

  • Contract Management Specialists: Experts like Konstantin Kornev and Virgaudas Juoceviсius, with extensive experience in international financial institutions (IFI) procurement and contract management, were vital for maintaining compliance and smooth project execution.
  • Technical and Financial Support: The team contributed to project planning, staff resource allocation (as seen in the acceleration plan and staff resource spreadsheets), and financial management, including budgeting and payments to sub-consultants like UAB "Arginta Engineering."

3. Partnership and Contract Management

FORLOG successfully managed the contractual framework, operating under Sub-Consultancy Agreements with the main contractor, Posch & Partners Consulting Engineers, and other partners. This complex network required robust internal controls and clear communication protocols, which were formalized in agreements, addenda, and corporate guidelines, ensuring alignment and accountability across all parties.
