What is an Expression of Interest (EoI)?

The submission with which firms compete for a place on a consultancy shortlist. It is scored against the notice's stated criteria — shortlists are built from EoIs, so a generic brochure loses to a short, criterion-mapped submission.

How many firms are shortlisted on IFI consulting assignments?

The World Bank shortlists five to eight firms; the EBRD three to six. Only shortlisted firms are invited to submit proposals, which is why the EoI stage decides more than most bidders assume.

How are consultant proposals scored?

Can a firm that prepared the feasibility study bid for the works?

Generally no — IFI conflict-of-interest rules bar firms (and their affiliates) that prepared a project's design or feasibility study from bidding on the resulting works contracts.
