Why this project exists

NEGK, the 93%-state-owned transmission and distribution operator, moves roughly 12 TWh a year over more than 10,000 km of high-voltage lines. Metering is the weak link: losses are high, and the government's strategy calls for 1.58 million smart meters across the distribution system by 2028.

The EBRD is financing the next step — 210,000 household smart meters and 200 km of rebuilt 0.4 kV lines in the Osh, Jalal-Abad, Tyup and Chuy regions — with a sovereign loan of up to EUR 9.2 million and an EBRD Shareholder Special Fund grant of up to EUR 5 million. It builds on 58,000 meters already installed under the earlier Oshelectro and Vostokelectro projects.

The consultant's job, in the ToR's words, is “to facilitate the timely and effective implementation of the Project by providing organizational and technical assistance to the Client.” Kick-off was in September 2025; the first tender packages were due six weeks later.

What the consultant is engaged to do

  • Strengthen the existing PIU in NEGK's projects department: training-needs analysis, a training plan delivered in Russian, and train-the-trainer arrangements
  • Set up the PIU's working machinery — project procedures, financial management and project management systems, and an operations manual
  • Run procurement through ECEPP under EBRD Procurement Policies & Rules: strategy, procurement plan, tender documents, evaluation and contract finalisation
  • Prepare the early tender packages: smart meters and LV-network equipment at mobilisation + 6 weeks, installation materials at + 10 weeks
  • Supervise the supply contracts — supplier performance, change orders, inspections and acceptance of delivered goods
  • Keep the project compliant with the financing documents: conditions precedent, covenant tracking, disbursement requests per the EBRD Disbursement Handbook
  • Environmental and social support: an ESMS compliant with EBRD PR1, ESAP implementation plan, monitoring with GET and Paris-alignment indicators
