Procurement, project management support and FIDIC engineer services for the sludge dewatering system at Kobuleti's wastewater treatment plant, on Georgia's Black Sea coast.
Why this project exists
Kobuleti is a resort town on Georgia's Black Sea coast, and its sewerage system was being modernised with EBRD financing — the central piece being the town's wastewater treatment plant.
The consultancy's objective was to get the plant's sludge dewatering system built and commissioned on time: assisting the Municipal Development Fund with procurement and disbursement under EBRD rules, and leaving MDF able to manage larger FIDIC-based contracts on its own afterwards.
The client's closing reference records that the work “was completed in full and at a high professional level.”
What the consultant is engaged to do
- Project management, organisational and capacity-building support to MDF and the plant operator
- Review and update of designs and technical specifications so the package could go to international tender
- Procurement under EBRD Procurement Policies & Rules: documentation, tendering, evaluation, and the resulting FIDIC Yellow Book contract
- Contract administration, disbursement management and ESAP implementation
- EBRD reporting — technical, environmental and social, health and safety
- The role of FIDIC Engineer in all aspects, including claims review and variations, with on-site supervision of the works
