Neryungri Water
Four years as sole consultant to the Neryungri city water utility in Yakutia — PIU establishment, full-cycle EBRD procurement, disbursement and construction supervision.
Why this project exists
Neryungri is a coal-mining city in southern Yakutia, where winter design temperatures make water infrastructure a different discipline: everything runs above ground, insulated, and downtime is not an option.
The EBRD financed the modernization of the city's water sector, with the municipal utility JSC NGVK as borrower. Forlog was engaged as the sole consultant for implementation support and construction supervision — the whole assignment, carried in-house.
The utility's closing reference is the kind worth keeping: the contract was “implemented in full”, with “no complaints or remarks”.
What the consultant is engaged to do
- Establish the PIU from scratch: functions, organisational structure, staff schedule, job descriptions
- Training-needs analysis and capacity building for PIU staff
- Design assistance and development of technical specifications
- Full-cycle procurement of goods, works and services under EBRD Procurement Policies & Rules
- Compliance with the financing documents, reporting, and timely, targeted disbursement of project funds
- Contract administration and technical and construction supervision — FIDIC engineer services
- Stakeholder coordination, the Project Steering Committee, permits and approvals
